This is exactly what the PACE’s decision to expel representatives of Ukraine from the committee that is working on lifting sanctions from Russia looks like.
The head of the Ukrainian delegation to the PACE, Vladimir Aryev, called this fact “petty revenge for the principled position of Ukraine” on changing regulations in favor of Russia.
The reason for this decision is simple – money. It turned out that all the words of the European parliamentarians about supporting Ukraine in its struggle against the Russian aggressor turned out to be nothing. And the amount is not so big – only 33 million $. This is the annual contribution of Russia to the organization’s budget. Nevertheless, Russia’s contribution is 11 percent of the organization’s budget. As a result, last year’s deficit was 18 million euros.
Formally, the decision was justified by a bureaucratic procedure to change the number of representatives of countries in various committees. Kiev representatives naturally stated that PACE is in the wake of Russia. However, it seems that these statements were not heard by anyone.
It turns out that the ultimatum of Moscow about the final withdrawal from the organization gave a result. And the settlement of proceedings with Russia turned out to be more important than taking measures due to its aggressive behavior towards Ukraine.
If, without Russia, PACE has existed for four years already, it is wonderful, then two years of non-payment of contributions have affected the organization’s budget. The situation is complicated by the organization’s regulations, according to which, after two years of non-payment of contributions, the country is excluded from the assembly. In the case of Russia, the time comes at the end of June.
Another significant argument was the work of the European Court of Human Rights (ECHR), whose decisions Russia unconditionally recognizes and implements. If it leaves the PACE, Moscow will cease to be under the jurisdiction of the ECHR.
In fact, it turned out that Russia delivered an ultimatum, and Europe went on about. The situation showed that the PACE is not ready to cut its financing in order to support Ukraine.
