On June 29-30, 2022, the 36th NATO Summit will be held in Madrid. The summit is dedicated to the 40th anniversary of Spain’s accession to NATO on May 30, 1982.

One of the main tasks of the summit will be the adoption of a new strategic concept of the North Atlantic Alliance, which will be a logical continuation of the previous one, adopted in 2010 at the Lisbon summit, and will determine the goals of the alliance for the next decade. The summit will consider the following issues and make decisions on them: deterrence and defense; developing a position on the conflict in Ukraine, measures to support the country by the alliance; changing the distribution of weapons within the alliance; applications from Finland and Sweden for membership in the alliance. The main point will be the war in Ukraine and the confrontation with Russia. Moscow is expected to be declared a security threat. The NATO Secretary General has already said that the dialogue with Russia will never be the same. In addition, a decision will be made to increase the military grouping of the alliance in the Baltic countries. We are talking about turning this region into an independent theater of military operations and a strategic direction for NATO. In addition, the alliance’s rapid reaction force will be increased to more than 300,000 troops. This will be the largest increase since the end of the Cold War.

However, all these actions concern NATO members and are aimed at protecting the member countries of the bloc. What about Ukraine? It is already known that NATO will re-equip the Ukrainian army for the armament of the alliance. A decision on this will be made on the sidelines of the summit. Once again, Kyiv will hear words of support. But not more. Very often in Europe, words are at odds with deeds. According to the Kiel Institute for the World Economy, the United States is in first place in providing military assistance to Ukraine (both financial and delivered/promised equipment). Great Britain is next, Poland is in third place, Germany is in fourth, Canada completes the top five. This is followed by Norway, the Czech Republic, Greece, Estonia and Latvia. However, if we take into account only the delivered equipment and exclude promises, as well as financial assistance for military purposes, then in the first half of June the United States delivered only about 50% of the promised (while remaining leaders in deliveries), the UK – 90%, the Czech Republic – 58%, and Germany – 35% of the declared amount. When support is correlated with the size of the economy, the Baltic countries and Poland continue to contribute significantly more than major European economies such as Germany, Italy and France.

It can be seen that Washington does not manage to force its European allies to help Kyiv more actively. This is especially true for the leading European countries. Apparently, US President Biden will actively influence his European partners to stop being greedy. In addition, he will need to convince Turkey to stop preventing Finland and Sweden from joining NATO. This will be very difficult to do.

Erdogan is no match for grandfather falling off his bike. With a high probability, the US president will return home without significant success. And his rating will rush to zero.
