According to the PACE regulator, after two years of non-payment of contributions, the country is excluded from the assembly. At the end of June, this period will come to Russia, which, since 2017, because of the deprivation of the delegation of voting rights ceased to pay contributions to the budget of the organization.
Without Russia, the organization exists remarkably, but the moment X approaches and one of the parties either has to make concessions, or to part. Moscow declared its position unshakable. Now the matter is for Strasbourg. And judging by the fact that lobbying for the restoration of the rights of the Russian delegation has started to increase more recently, PACE is not ready to give up from Kremlin’s contributions to the budget. Well or simply can not.
The organization’s budget for 2019 will amount to 437 million euros (388 million dollars). Russia, with a contribution of $ 32.8 million (about 11% of the total budget of the organization), is one of the major donors along with France, Germany, Italy and the United Kingdom.
The head of the Council of Europe, Turbjern Jagland, said that Russia’s withdrawal from the organization would be a “catastrophe and shock”. At the same time, the politician pointed out that the Council of Europe is the only place where Russia “is bound to Europe in a mandatory judicial system.” If Russia comes out of the board, then Europe will see another Russia. Following the words of Jagland, the PACE issued a resolution calling on Russia to form a delegation and pay contributions.
Against the restoration of Russia’s right to vote in the Parliamentary Assembly of the Council of Europe, Minister of Foreign Affairs of Ukraine Pavel Klimkin spoke. In his tweet politician said that the general secretary of the Council of Europe proposing this idea, Turbjern Jagland, is guided by a vicious logic.
At the same time, some politicians reminded the Ukrainian minister that in the event of Russia being excluded from the structure of the organization, a number of resolutions introduced by Ukraine will lose their sense. The European Court of Human Rights, whose resolutions are recognized and enforced in the Kremlin, will also lose its jurisdiction.
It turns out that Europe is in favor of democracy, respect for human rights … But in fact it turns out quite differently. Originating solely from economic interests, Europe has changed its position. And one can say that it betrayed Ukraine’s interests for Russian dollars.
